The H-1B cap is reached already, with respect to fiscal year starting October 1, 2013. 配额已经满额。
USCIS will conduct two lotteries. The first will be for those eligible for the U.S. master's degree exemption. Those petitions that "miss" this lottery will fall into the second, "general" lottery along with all other cap-subject petitions.
